2nd transfer drive of eligible PGTs (14.12.2016) 

According to Directorate of Secondary Education Haryana the2nd transfer drive of eligible PGTs has been started with the functioning of MIS portal. 

Main Features-

1. Eligible participant teachers can opt for schools and zones afresh. 
2. Participant teachers have been divided into two categories 

i. Compulsory Participants: 

These are the participants who will have to necessarily opt for a minimum necessary number of stations as per policy. They will be transferred in 'Anywhere in the state' if they do not choose stations and then confirm their choices by submitting successfully. 

ii. Optional Participants: 

These are the participants who will have choice to fill their preferences or not. In case these participants choose not to fill their preferences completely then it will be presumed that they do not want their transfer from their present stations, accordingly they will be retained at their present stations. 
3. The posts occupied by all eligible participants will be shown as deemed vacancies to each other. However, in case any "optional participant" do not fill and confirm his choices, then the deemed vacancy created by him would not be finally used for allocation to the other participants. 
4. Para-3 may give a situation to some participants where the vacancies opted by them may get reduced due to non-participation of optional participants, if any. 
5. Para-3 & 4 will collectively offer a dynamic, flexible, fair and transparent opportunity where an "optional participant" will be able to change his choice for transfer by setting/resetting his preferences at any time till the closure of preferences. It will save them from sending requests for editing Yes/No' or preferences. 

Key Dates-

The options for preferences shall be had upto 08:59:59 AM of 17.12.2016. 
Likely date of generation of transfer orders will be 19.12.2016 or prior to it.

Second Transfer Drive of PGTs 

With the conclusion of the General Transfer Drive of PGTs on 06.08.2016, the department has received many grievances from the affected teachers on the Sugam Sampark Portal. A majority of these grievances have been examined and suitably decided. Yet there are some grievances which can be redressed only through a limited digital trial through the web based application software. Accordingly, it has been decided to launch the second drive of PGT transfers. For this purpose, it has been presumed that all teachers who filed Sugam Sampark grievances, if not redressed, would want to participate in the second drive. But this is a reasonable presumption only. Still, there may be some teachers who may be feeling settled with their present posting therefore may not like to participate in the coming transfer drive, even though they had filed Sugam Sampark grievance. To finally and exactly assess the real number of participants from above teachers it has to be directly known from them. 

Therefore, the teachers who figure in the list attached as Annexure-A' are advised to submit their view through a fresh Sugam Sampark entry by selecting Nature of Request as "Refusal to participate in 2nd drive" and expressing their exact view in the Request Details in the following specific language: "I do not want to participate in the 2nd drive of PGTs and my earlier Sugam Sampark ticket number was....................

PGT Transfer Orders dated 10.08.2016 Canceled 

ORDER No. 16/171-2016-PGT-11(1) Dated: 21.09.2016 

Vide this office Order no. 1/101-2016-eGov/2 dated 10.08.2016, some teachers were allowed to go back to their previous station in case the previous post remained vacant after issuance of General transfer orders of PGTs on 06.08.2016. The list of such teachers was attached with those orders.

This was done as per the spirit of para 5 of the Teacher Transfer Policy, 2016 assuming that the teacher would be entitledly satisfied. Thereafter many teachers have filed their grievances at Sugam Sampark Portal thereby expressing their intent and convenience to remain at the station allotted to them as a result of the general transfer orders issued on dated 06.08.2016. The list of such teachers is enclosed herewith. 

Now keeping in view the ideal of job satisfaction of a teacher in a fair and transparent manner, these teachers are permitted to join the schools allotted to them vide orders dated 06.08.2016. Accordingly, the effect of orders dated 10.08.2016 is removed in respect of these teachers and the orders dated 06.08.2016 are restored with immediate effect.

Urgent Notice to Guest Teachers regarding MIS Profile

Guest Teachers and their continuation in the school of MIS Profile. 

Teachers Transfer Policy para 7(i)(c), inter alia, provides that post occupied contractual/ guest teachers shall not be considered as vacant for the purpose of transfer of teachers. To ensure this objective all guest teachers were asked to get their MIS Profile approved from the stations where they were working so that the application software can accordingly be set to keep their post segregated from the posts which were available to other regular teachers for seeking transfers thereon. Most of the guest teachers got approved their service profile accordingly. The list of guest teachers having MIS profile is attached herewith. 
But it is also a fact that as a result of promotion postings of PGTs on 17.6.2016 a few guest teachers got displaced from their schools even though such guest teachers had already got their MIS profile approved from the same school. This was because the postings given to the promotee PGTs was through manual mode as the application software was not in use at then. Consequently, these few guest teachers who received their adjustment from the Directorate are working at different stations from the ones where their MIS profile is approved. As the Department is going to launch the next phase of transfers/postings for the "Anywhere in State" category, promoted PGTs, some direct recruits through application software, therefore, the few guest teachers, who are working at stations other than the stations of approved MIS profile, need to be restored to the proper stations. 
Accordingly, it may be ensured that such guest teachers who are working at stations other than the stations of MIS profile approval be relieved and asked to join at the schools mentioned against their name. This streamlining is urgent. If any guest teacher delays the joining as per the decision hereinabove then stringent punitive action may follow.

List of 774 PGTs marked for transferred Anywhere in the state

Notice regarding New Teachers Transfer Policy, 2016 alongwith List of 774 PGTs marked for transferred "Anywhere in the state".

Whereas the new Teacher Transfer Policy 2016 has a vision in para 1 as reproduce below:- 
To ensure equitable, demand based distribution of teachers/ Heads to protect academic interest of students and optimise job satisfaction amongst its employees in a fair and transparent manner. 
And whereas para 2(i) provides that teachers who are members of State Cadre and District Cadre are liable to be transferred anywhere in the State and anywhere in the District respectively, at any point of time 
And whereas para 4(i) inter alia, provides that transfers can be effected by the Government at any time during the year in cases of administrative exigency. The reasons for transfers under these grounds should be recorded on file. 
And whereas para 5(i) provides that transfer/posting to the opted zone/school will not be claimed or treated as a matter of right. 
And whereas para 5(iii) provides that the option once availed and confirmed shall be final and can be changed only under the provisions of this Policy. 
And whereas para 5(v) provides that unless protected under a provision of this Policy, every teacher completing 5 years continuous stay in a particular school shall be transferred. 
And whereas the clarification order dated 21.07.2016 insofar as it concerns with para 5(v) provides that "Unless protected under a provision of this policy, every teacher completing 5 years stay/tenure in a particular school/zone of any district(s), whether independently in a district or cumulatively of more than one district, of the State shall be transferred" 
And whereas para 8(iv) provides that all teachers shall be asked to select the zones in order of their preferences, across districts. They shall further opt for a minimum five or available number of schools, whichever is more, in order of preference within each zone, so that their claim could be considered against multiple vacancies within a zone. In case he/she does not get his/her preferred choice then he/she shall be given any available school in the same zone. In case there is no school available in the said zone then he/ she will be considered for the next zone of preference and so on. 
And whereas para 8(xiii) provides that in administrative exigency, the Department shall be at liberty to post any teacher at any of the choices given by him/her, irrespective of preference given. And whereas para 9(i) provides that every teacher will be responsible for the accuracy and regular updation of data in the MIS in respect of his/ her credentials. In case he/ she notices any discrepancy, he/ she will get it rectified by adopting due procedure after producing the relevant evidences before the competent authority. He/she shall be responsible for updation of profile as and when any status is changed. 
And whereas the department asked all teachers to update their personal profile and service profile on MIS portal expeditiously so that further action for implementation of the Transfer Policy could be taken in time followed by through letters dated 06.04.2016, through video conference dated 27.04.2016 and through public notice in various newspapers dated 06.05.2016, Email dated 21.05.2016, DEO letters dated 23.05.2016, Email dated 30.05.2016, letter dated 02.06.2016 and letter dated 30.6.2016 respectively. 
And whereas most of the employees showed their willingness and alertness in completing their profiles well in time and thereby helping the Department in preparing their case in the application software for the general transfer in the spirit of Transfer Policy. Such employees timely gave their transfer preferences as per the schedule given by the department. 
And whereas in spite of a plethora of communications and requests issued to employees through various mode of communications some employees certainly didn't care, thereby faulted, for completing their personal profiles as well as the service profile for which they were specifically enjoined upon in the policy as well as in the communications mentioned here in above. Such employees even didn't give transfer preferences. The list of such employees is enclosed herewith as annexure-I. As the Application Software has to implement the spirit of the policy hence such teachers would necessarily be allocated new stations. 
And whereas these few employees who didn't/couldn't complete their profile or didn't give transfer preferences, for one reason or the other, cannot be permitted to hold up the entire process of transfers through digital mode for which almost all other teachers are waiting impatiently. 
And whereas to allocate stations to such teachers the department devised a logic whereby these teachers have been given stations in order of merit in the zone as near as possible to the present place of posting of such teachers who didn't express their options even though such teachers were otherwise liable to be transfer from their present place of posting. And whereas, some of these defaulting teachers couldn't be accommodated in nearby schools. 
And whereas to save these teachers from being on road without posting and to let them to complete their MIS profiles for future service decisions like transfers, promotions, etc. the department has allocated them postings at stations available vacant and as per their eligibility in terms of the Teacher Transfer Policy 2016. 
And whereas the convenience of these teachers cannot be known by the department unless they themselves come forward and express their options and transfer preferences on the MIS profile whenever opportunity window is made open to them. 
Therefore, the department has decided that such teachers whose list is enclosed as annexure-I shall be provided another opportunity in the near future in the next phase of transfers so that they can get the convenient station as per their "willingness, weightage and eligibility".

How to file Grievance for Transfers 2016

NOTICE REGARDING Grievance for Transfers 2016

As per provision in para 10(iii) of the Transfer Policy, Aggrieved teachers can represent to the competent authority within 15 days of issuance of orders, after joining at new place of posting. 
Their representation shall be considered in accordance with the Policy. To save from the hardship of visiting to the office(s) and to facilitate the aggrieved teachers submit their grievance "Online" only, if so, the Department has created a subject named as "Grievance for Transfers 2016" on its "Sugam Sampark" portal. 
All such teachers may submit their grievance "Online" by visiting the Sugam Sampark Portal and obtain Request ID after submitting their grievance "Online". 
The Department will, in due course shall intimate the decision of the department to concerned employee. 
It may be noted that such grievance should only be submitted under the subject "Grievance for Transfers 2016". Grievances lodged under other subject may not be entertained properly.

List of Reverted High School Head Masters

LIST OF REVERTED HIGH SCHOOL HEAD MASTERS  

Whereas, the promotion order issued vide letter no 4/9-2013 HRG-II (1) dated 10.02.2014 has been quashed by the Hon'ble Punjab and Haryana High Court which is annexed herewith, therefore in compliance of judgment dated 22.12.2015, the officers mentioned in enclosed list who were promoted vide order 4/9-2013 HRG-II (1), dated 10.02.2014 are hereby reverted from the post of Headmasters High School to Elementary School Head Masters.

The operative part of the judgment is reproduced below:- 
"The process is stated to be initiated by issuing of an advertisement or by inviting applications. In the present case, a letter was issued to all the Heads of the Departments to send the names of the persons fulfilling the requisite qualification/experience but the private respondents were promoted under the unamended Rules of 1998, whereas, amended Rules of 2012 came into existence w.e.f. 11.04.2012, meaning thereby, the process of promotion was initiated after coming into existence of the amended Rules of 2012 but the promotions were made under the unamended Rules. Moreover, the promotions were subject to decision of the writ petition. In view of the facts as well as law position as discussed above, the present petitions deserve to be allowed and the impugned orders dated 20.02.2013 (in CWP No.4301, 23444, 8184, 8105, 6134 and 10223 of 2013, 28.01.2014 (in CWP No.2884 and 2872 of 2014), 10.02.2014 (in CWP No.10922 and 12949 of 2014) are hereby quashed. A direction is also issued to the official respondents to consider the candidatures of all eligible candidates, who fulfil the requisite qualifications/experience as per amended Rules of 2012 within a period of three months from the date of receipt of certified copy of this order and pass necessary orders accordingly. The petitions are allowed accordingly".

DSE Clarification PGT Transfer Drive 02.08.2016

In view of the directions given by Hon'ble High Court on 1.8.2016, to bring about all transparency and fairness in generating the Transfers of PGTs, the following activities have been conducted/are to be conducted by the Department:- 

A: Activities conducted on 1.8.2016 and 2.8.2016: 

Approval of Service profile of 109 PGTs, who had submitted their profile but was not approved their approving authority. Since the Service profile of such PGTs has been approved on the basis of information given by the employees themselves and no record was available at State Headquarters, the onus of accuracy of data filled up by the employee concerned will lie with the PGT concerned. List of such employees is attached at Annexure-I. Some TGTs were promoted in the month of April, May, and June, 2016 to the post of PGTs but some of them had represented to directorate that due to various reasons, their promotion was not incorporated in the MIS Portal. Cases identified at State headquarters were examined and data of 13 such employees was updated as PGTs, list of which is attached at Annexure-II. The above activities have been conducted upto 4.00 P.M. on 2.8.2016. The option of giving online choices of zones and schools will be available w.e.f. 5.00 P.M. on 2.8.2016 to 3.8.2016 upto 5.00 P.M. The following activities would be conducted during this period: 

B: Activites from 2.8.2016 (5.00 P.M. ) to 3.8.2016 upto 5.00 P.M.: 

All those Eligible PGTs, who have already submitted their option of zones and schools would be able to edit their options, if they want to do so. All those eligible PGTs, who have not yet submitted their option would also be able to give their online choices of zone and schools afresh. All those PGTs, who could not send their personal profile correction request, will be able to submit their personal profile correction request and their approving authority would be able to approve the same. List of eligible PGTs will be displayed afresh in view of the approval of Service Profile and issuance of clarification by the Department. List of Deemed vacancies will also be displayed afresh in view of the approval of service profile of more PGTs and issuance of clarification by Lou\ 9, the Department. 

C: The option of filling of choices would be closed at 5.00 P.M. on 3.8.2016. Thereafter, the following activities would be conducted:-

Displaying of Merit list of all PGTs after computation of personal "My Points" on the basis of profile correction requests sent and approved upto 3.8.2016. Generation of Provisional Allocation of schools on the basis of choices of zones and schools given by PGTs. Allocation of schools to those PGTs, who would not be able to get any school of their choice, by considering them against the remaining unallocated vacancies firstly in their district, then in surrounding districts on the basis of their merit. Manual verification of some cases on the basis of provisional allocation by a duly constituted committee. Generation of Actual allocation of schools and sending of orders in the Login of each and every PGT concerned. Providing allocation log in the login of each PGT mentioning therein each and every choice of zone and school alongwith reason of nonallocation, if any, and name of school allocated. Displaying the Allocation List on the website and sending to all concerned through emails/electronic media. 

D: Even after above exercise following types of cases would also remain unattended/unnoticed:- 

1. Service Profile is still not approved or approved on wrong Job Post/ Subject due to following reasons: Some newly promoted PGTs tried to update their new school by getting their Service Profile rejected from the Principal. But were not able to update the same due to various reasons, out of which non-availability of vacancy in the destination school was main factor. Some PGTs were unable to get their service profile approved in the given timeline (28.1.2016 to 23.6.2016 and even during 1.8.2016 to 2.8.2016). 

C. Some Vocational Lecturers, whose Service Profile has been approved on the post of PGT rather than Vocational Lecturer mistakenly. Some newly promoted PGTs whose promotion entry on MIS was wrongly made by the Directorate on a subject, other than the one on which they were promoted. 
d. Some PGTs, whose promotions have been shown on MIS L-A 2 Portal in the Cadre other than the State Cadre Educationist-II (i.e. either in Aarohi Educationist-II cadre or Mewat Educationist-II cadre) 
2. Some teachers who were transferred from one place to another and their previous school has relieved them on the portal but in new school their joining was not incorporated on the Portal by their head of institution. 
E: Due to the impact of above, some PGTs/Vocational lecturers will fall in the following categories:- 
Non-existence of the employee on the Portal resulting into showing the post occupied by them as vacant on the MIS Portal. Working in a school on ground other than the one shown on MIS portal, (profile is approved in different school). iii. Subject or Job Post on which they are working is not matching with the subject or job post they are being shown on MIs Portal. Office proposal: Cases of all such PGTs mentioned in para 'D' and 'E' above, shall be handled separately after the transfer drive one by one, either by the Directorate itself of by the concerned DEOs under supervision of the Directorate. Such PGTs/Vocational Lecturers/ Guest PGTs will be asked to submit their representation to concerned DEO, who in turn, shall prepare a list of such PGTs and verify their credentials personally and shall certify that their claim is right. Their profile shall be completed and approved by the concerned DEOs against the left out vacancies after the transfer drive in zone 6 and 7 only. Thereafter, if so decided, their options shall be taken again for their placement. F: Some miscellaneous issues are also discussed as under one by one:- 1. Mistakenly chose option of "Yes" or "No" and wanted to reverse the said choice. It is clarified that at the time of disbursement of user id and passwords, it was specifically mentioned by the department that the employees should be asked to change their password and do not share with anyone. Hence in case of breach of password by any other person than the concerned employee, if so, the onus lies with the concerned employee only. The said teachers had an opportunity to edit their option on 29 .6 . 2 016 and 30 . 6 . 2 016. Moreover, change in option of "Yes" or "No" would result in change in deemed vacancy position, which some of teachers might have already opted for. Hence such cases cannot L4, be considered. Some PGTs reported that their profile is not showing them as Associate NCC Officer. List of ANOs and schools was asked from all DEOs by the Directorate through e-mail. List of such PGTs (ANOs) has been sent to MKCL directing them to protect them at their place of posting, as per provision of the Policy. However, any other PGT, whose name does not exist in the said list or who have sent request individually or through Principal, could not have been taken care of in the absence of verification from District Education Officer concerned. Such teachers would be handled separately by the Department after receipt of grievance with facts and evidence. Queries regarding non-displaying of points for debilitating diseases: After verification of some such cases received at Directorate, it was revealed that the diseases mentioned by some teachers in their personal profile does not match with the name of disease mentioned in the letter notifying the diseases of debilitating disorder. Hence to lessen such grievances it is clarified that only those diseases would be considered automatically by the Computer which have been notified by the Department and updated by the employee in their personal profile duly approved by the approving authority. 4. Promotion of C&V Teachers to the posts of PGTs and their cancellation due to stay order by Hon'ble Court - one case emp ID 000186 come to notice. Such cases shall also be considered separately and it is clarified that if any such employee has been considered mistakenly/inadvertently as PGT, he/she may consider himself/ herself as a C86V in the concerned subject. This is for information of all concerned.

Promotion Orders of Master/TGT to Lecturer/PGT 20.07.2016

PROMOTION ORDERS OF MASTER/TGT TO LECTURER/PGT VARIOUS SUBJECTS ISSUED ON 20.07.2016

The following Masters/ Mistress/TGTs are hereby promoted on officiating basis as Lecturer/ PGT in subject mentioned against their names with immediate effect in the pay scale of Band-II Rs. 9,300-34,800 plus 4800 Grade Pay plus usual allowances as sanctioned by the Haryana Government from time to time on the terms and conditions mentioned below and further they are hereby directed to apply their options for place of posting online through MIS Portal.

The following conditions may be imposed, while issuing promotion orders:- 

If any, disciplinary proceeding under Rule 7 or 8 of Haryana Civil Services (Punishment & Appeal) Rules, 1987 is found pending subsequently, the said incumbents(s) shall be reverted without issuing any notice. 
The promotion has been given on the basis of availability of 70 percent or more records falling in the category of good or better than that and in the eventuality of finding integrity doubtful during the said period as well as remaining records, the incurnbent(s) shall be reverted without issuing any notice. 
If subsequently, it is found that any candidate has done Post Graduation or other qualifications in distance mode from deemed Universities from study centres located outside the campuses of the University, without seeking approval of UGC and the State Government, the same shall be reverted in view of division bench judgment of Punjab and Haryana High Court in CWP no. 1640 of 2008 decided on 06.11.2012 titled as Kartar Singh Versus Union of India and others cited in 2013(1) RSJ 224. 
If the currency of penalty of stoppage of grade increments with or without cumulative effect is still in operation, the candidate(s) shall be reverted in view of Govt. instructions dated 31.5.2006. 
The promotion has been given on the basis of availability of 70 percent or more record falling in the category of good or better than that and in the eventuality of finding integrity doubtful during the said period, the incumbent(s) shall be reverted without issuing any notice. 
If any discrepancy regarding not fulfilling the essential qualifications eligibility as prescribed in the Haryana State Education School Cadre (Group B) Service Rules, 2012', the said incumbent(s) shall be reverted without issuing any notice. 
The promotion being based on provisional list and without prejudice to the right of the seniors to be considered if they opt for promotion as PGT provided they are found eligible for the post. 
Promotions are subject to undergo change if warranted on the finalization of the provisional gradation list. 
In case the degree of a teacher is found not to be from a recognized University having no statutory authority/ jurisdiction in regard to award of such degree, the promotion shall be cancelled forthwith and the teachers so promoted shall be liable for strict disciplinary action. 
The teachers in the provisional seniority list who are senior to the teachers whose documents have been found in order and eligible are being promoted and, posts have been reserved for them pending determination of their eligibility at a later date. 
Inter se seniority based on the feeder cadre shall be the determining factor in the PGT cadre. In other words if a senior employee in the TGT cadre is found eligible at a later date and vacancy in respect of him is occupied by a junior employee then the junior employee shall have to be reverted back so that such senior employee may get his due promotion. 
They will remain on probation for a period of one year which can be extended in terms of Service Rules, in case their work and conduct is not found satisfactory.

जानिये हरियाणा पुलिस भर्ती नॉलेज टेस्ट सम्बन्धी नियम

हरियाणा पुलिस में भर्ती के लिए इस बार उम्मीदवारों को फिजिकल पास करने के बाद लिखित परीक्षा में बैठना होगा| जिसे नॉलेज टेस्ट अथवा KT नाम दिया गया है|

ये होंगे नियम-

1. पेपर ऑब्जेक्टिव टाइप बहु-विकल्प वाला होगा और कुल 60 अंक का होगा|
2. पेपर का समय 90 मिनट अर्थात डेढ़ घंटा होगा और कुल 100 प्रश्न पूछे जायेंगे|
3. गलत उत्तर देने पर प्रत्येक उत्तर के 0.15 नम्बर काटे जायेंगे अर्थात 25% नेगेटिव मार्किंग होगी|
4. पेपर हिंदी में आएगा और अंग्रेजी में केवल अंग्रेजी के ही प्रश्न होंगे|
5. सभी प्रश्न हरियाणा विद्यालय शिक्षा बोर्ड की बारहवीं कक्षा के लेवल के होंगे|
6. फिजिकल और नॉलेज टेस्ट में संयुक्त रूप से प्राप्त अंकों के आधार पर कुल रिक्तियों से दो गुना उम्मीदवारों को डाक्यूमेंट्स की जांच/इंटरव्यू के लिए बुलाया जाएगा|
नोट- अंकों के उपरोक्त पैमाने अर्थात कट ऑफ से पांच अंक तक कम प्राप्त करने वाले सभी उम्मीदवारों को भी अवसर दिया जाएगा|

यह होगा सिलेबस-

नॉलेज टेस्ट में सामान्य अध्ययन (General Studies), कृषि (Agriculture), पशु-पालन (Animal Husbandry), तर्क शक्ति परिक्षण (Reasoning), ताजा घटनाक्रम (Current Affairs), गणितीय योग्यता (Numerical Ability), सामान्य विज्ञान (General Science), क्षमता (Aptitude), सम्बंधित विषय अर्थात पुलिस (Relevant Field/Trade) आदि से जुड़े प्रश्न पूछे जायेंगे|

Applications are invited for admission in class VI and class IX for Boys only who qualify the eligibility conditions for appearing in All India Sainik School Entrance Examination for the academic session 2016 

Eligibility Criteria- 

Class- VI
The candidate should be born between 2nd Jul 2005 and 1st Jul 2006 (both days inclusive). 
Class- IX
The candidate should be born between 2nd Jul 2002 and 1st Jul 2003 (both days inclusive). 
Passed the Class 8th examination at the time of admission. 
Note-
Only one chance is allowed to each boy to take admission test in Sainik School. 

No. of Vacancies-

Class- VI- 80
Class- IX- 10
Number of seats can be increased or decreased subject to pass out/withdrawals.

Selection Procedure-

Admission in Sainik Schools is done on the basis of a merit list which is prepared by adding up the marks scored by a candidate in the written examination and interview subject to the condition that he is found fit by the designated medical authority. Merely qualifying the written examination does not confer the right of admission to a candidate. 
Note- 
The parents willing for admission of their sons/wards in other Sainik Schools in case they are qualified but low in merit in this school can be considered for admission as full fee paying cadets in other Sainik Schools subject to the availability of vacancies. For such admission, they will however be required to give an undertaking, that they are willing to admit their sons/wards in other Sainik Schools as full fee paying cadets and will not seek inter school transfer from that school at a later date. 
Choice of Sainik School can be given in the Application Form in the following manner:- 
(a) (Name of Sainik School of 1st Choice) 
(b) (Name of Sainik School of 2nd Choice) 
(c) (Name of Sainik School of 3rd Choice) 
(d) (An undertaking certificate that they will not seek inter School transfer at a later date.)

Application form attached with the prospectus will only be entertained. Admit Card Form attached with the application should be filled in by the candidate except Roll Number and Centre which will be allotted by the school. Introduction and Objective 

The Kishore Vaigyanik Protsahan Yojana (KVPY) is an on-going National Program of Fellowship in Basic Sciences, initiated and funded by the Department of Science and Technology, Government of India, to attract exceptionally highly motivated students for pursuing basic science courses and research career in science.

The objective of the program is to identify students with talent and aptitude for research; help them realize their academic potential; encourage them to take up research careers in Science, and ensure the growth of the best scientific minds for research and development in the country.

Selection-

Selection of the students is made from those studying in XI standard to 1st year of any undergraduate Program in Basic Sciences namely B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S. in Mathematics, Physics, Chemistry and Biology having aptitude for scientific research. Special groups / Committees are set up at IISc to screen the applications and conduct an aptitude test at various centres in the country. Based on the performance in the aptitude test, short-listed students are called for an interview which is the final stage of the selection procedure. For receiving a fellowship, both aptitude test and interview marks are considered.

Generous fellowships are provided up to the pre-Ph.D. level to the selected KVPY Fellows.

Computer based and Paper-pen both option are available.

ELIGIBILITY

The KVPY Fellowships are given to Indian Nationals only to Study in India (Students holding PIO, OCI Card and students intending to pursue/pursing under graduate program under Distance Education scheme/correspondence course of any university are not eligible to apply).

Students enrolled in an undergraduate course in Basic Sciences, that is, B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S. in Chemistry, Physics, Mathematics, Statistics, Biochemistry, Microbiology, Cell Biology, Ecology, Molecular Biology, Botany, Zoology, Physiology, Biotechnology, Neurosciences, Bioinformatics, Marine Biology, Geology, Human Biology, Genetics, Biomedical Sciences, Applied Physics, Geophysics, Materials Science or Environmental Science.

Stream SA: Students enrolled in XI Standard (Science Subjects) during the academic year 2015-16 and having secured a minimum of 80% (70% for SC/ST/PWD) marks in aggregate in MATHEMATICS and SCIENCE subjects in the X Standard Board examination. The fellowship of the students selected under this stream will be activated only if they join an undergraduate course in Basic Sciences (B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S.) in the academic year 2017-18 after having secured a minimum of 60% (50%for SC/ST/PWD) marks in aggregate in Science subjects in the XII standard/(+2) Board Examination. During the interim period of one year they will be invited for Regional /National (Vijyoshi) Science Camp and their travel and other related expenses will be met by KVPY.

Stream SX: Students enrolled in XII Standard/ (+2) (Science subjects) during the academic year 2015–16 and aspiring to join undergraduate program in Basic Sciences namely Physics/Chemistry/Mathematics & Biology leading to B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S. for the session 2016–17 provided they have secured a minimum of 80% (70% for SC/ST/PWD) marks in aggregate in MATHEMATICS and SCIENCE subjects (Physics/Chemistry/Biology) in the X Standard Board Examination and a minimum of 60% (50% for SC/ST/PWD) marks in aggregate in SCIENCE subjects (Physics/Chemistry/Biology) in the XII standard Board Examination.

Students in their 2nd year of study in Cambridge International Examination Board and aspiring to join an UG program (viz. B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S.)in Basic Sciences namely Physics, Chemistry, Mathematics and Biology in the Academic year 2016-17 are eligible to apply provided they have secured a minimum of 80% (70% for SC/ST/PWD) marks in aggregate in MATHEMATICS and SCIENCE subjects (Physics/Chemistry/Biology) in the X Standard Board Examination. They must secure 60% (50% for SC/ST/PWD) marks in aggregate in MATHEMATICS and SCIENCE subjects (Physics/Chemistry/Biology) in the XII standard Board Examination before taking up the fellowship, if awarded.

Stream SB: Students enrolled in the 1st year of undergraduate program in Basic Sciences namely Physics/Chemistry/Mathematics & Biology leading to B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./M.S. during the academic year 2015–16 and having secured a minimum of 60% (50% for SC/ST/PWD) marks in aggregate in SCIENCE subjects (Physics/Chemistry/Biology/Mathematics) in the XII Standard Board Examination. In the 1st year final examination of B.Sc./B.S./B.Math./B.Stat./Int. M.Sc./M.S. they must secure 60% (50% for SC/ST/PWD) marks before taking up the fellowship, if awarded.

Empowerment initiative in the KVPY Fellowship Program:
A certain number of additional fellowships exclusively for the students belonging to SC/ST community under the various streams as stated above will be operated. 
A certain number of fellowships under various streams as stated above will be operated exclusively for students under the category of Persons With Disability (Physically and Visually Challenged).
